Why Have TIF’s?
The TIF laws were passed as a way to improve the benefits associated with economic development (increased tax revenue to pay for schools and other services, jobs, etc), for hopefully many decades after the TIF has expired. Therefore it is important to ensure that whatever TIF projects are done, they do not result in the expenditure of millions of dollars of tax revenue without a commensurate return in economic development.
